Foster Parent Certification & Training

Complete the following steps for Certification:

• Attend an Orientation
• Application
• In-person Interview (with paperwork and documentation)
• Home study/Home Inspection
• Screening with the State (finger prints, DMV check, etc.) and documentation.
• Casa Pacifica Training (60 hours of class time pre-placement of child)
• CPR, First Aide, Water Safety Training
• Agency Approval and Certification

Training

• Overview of California foster care system
• Overview of the child protective system including mandated reporting laws
• Child abuse and neglect identification, effects on development, prevention, and treatment
• Child safety as required by Health and Safety Code Section 1529.2
• Positive discipline and the importance of self-esteem
• The dependency court process and court participation
• Emergency psychiatric hospitalization
• Accessing education and health services available to foster children
• Foster children’s rights (to have fair and equal access to all available services, placement, care, treatment, and benefits, and to not be subjected to discrimination or harassment on the basis of actual or perceived race, ethnic group identification, ancestry, national origin, color, religion, sex, sexual orientation, gender identity, mental or physical disability, or HIV status)
• Emergency preparedness
• Legal/ethical considerations and boundaries
• Health issues in foster care
• Positive discipline and the importance of self-esteem
• Attachment and bonding issues
• Behavior disorders and interventions including self-harm and danger toward others
• Cultural awareness and diversity
• Continuing family relationships
• Child development
• Expectations of change
• Self- care and compassion fatigue for parents
• Emancipation and independent living skills
• Permanency options for children in foster care including services and supports available to foster parents providing permanent placements for dependent children
